This means that any group that promotes violence within or out of Twitter’s platform shall be held accountable, with exceptions for military or govt entities.

Twitter explained in a blog post that those accounts disobeying our conduct policies and rules will be treated according to the intensity of misconduct, i.e. the accounts may also be temporarily or permanently blocked. According to the blog post,

“Our hateful conduct policy and rules against abusive behavior prohibit promoting violence against or directly attacking or threatening other people on the basis of their group characteristics, as well as engaging in abusive behavior that harasses, intimidates, or uses fear to silence another person’s voice.”
