Mohsin Naqvi Reveals Cybercrime Conviction Rate Below 3%

Syed Mohsin Raza Naqvi, minister of interior, gave a presentation to the National Assembly outlining the FIA’s performance in combating cybercrime during the previous five years. Complaints, investigations, verifications, case registrations, and convictions during 2020–2024 were all addressed in the report.

There were 722,010 complaints received throughout this time; 422,781 were confirmed, and 71,862 were examined. However, only 5,342 cases were registered, and only 152 convictions were recorded, indicating a conviction rate of only 2.84 percent of registered cases, in contrast to the complaints.

The numbers showed that reports of cybercrime have increased dramatically over the years. In 2020, the number of complaints was 102,000; in 2023, it rose to 152,136, an increase of 49%. In 2024, however, there was an 18% decline in the number of complaints, with 123,893 being the total. The verification process followed a similar pattern, going up from 98,882 in 2020 to 83,552 in 2022 before falling to 68,627 in 2024.

Trends in Investigations and Arrests

Over time, investigations also revealed variations. From 2020 to 2024, the number of investigations decreased from 9,112 to 16,555. In 2023, it increased to 18,100. The number of cases registered increased from 601 in 2020 to 1,469 in 2022 before declining to 1,044 in 2024. After a similar trajectory, the number of arrests decreased from 2,007 in 2023 to 1,382 in 2024, from 625 in 2020.
