Starlink And Shanghai Spacecom Request Operating Licenses To Launch In Pakistan

In a significant development for Pakistan’s telecommunications sector, State Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, announced that two international entities, Elon Musk’s Starlink Internet Services Pakistan (Pvt.) Ltd. and Chinese satellite company Shanghai Spacecom Satellite Technology, have applied for licenses to operate within the country.

Minister Khawaja explained that the PTA is now accepting applications from only those companies that are registered with the SECP. This condition makes it possible for only those entities that are registered in the local jurisdiction to apply for operating licenses.

International companies are not entertained directly, but those companies registered with SECP can apply for the licenses. Starlink, which is a subsidiary of SpaceX Company and is offering satellite internet services and the Shanghai Spacecom Satellite Technology Company, a Chinese firm that deals with satellite communications, are interested in increasing their business in Pakistan under this arrangement.

The minister also noted that there are no issues with the licensing of an application once an application is made. The PTA examines applications when codal formalities are completed and security clearance from the Ministry of Interior is received, if necessary.

Moreover, with the help of the Online Application Submission Information System (OASIS), it became much easier to submit the necessary documents and track the application online.

In addition to licensing, the PTA is actively monitoring the Quality of Service (QoS) of internet providers to ensure compliance with global standards. Under the Fixed Broadband Quality of Service (QoS) Regulations, 2022, internet services are regularly evaluated to meet performance benchmarks. This approach aims to maintain reliable and high-quality connectivity across the country.

The potential entry of Starlink and Shanghai Spacecom into the Pakistani market could significantly enhance internet connectivity, especially in underserved and remote areas, thereby contributing to the country’s digital infrastructure development.
